Olaf Meeuwissen da1586ef3d Fix SKS keyserver network connectivity errors 
The keyserver spec is good but GitLab CI has trouble finding and/or
connecting to the server it gets.  Use an explicit copy of the key.

Devuan Docker Base Images

Not quite happy with the state of Devuan Docker images on the Docker Hub, I decided to roll my own. First cut is just a migration from the Debian images following the instructions.

You can pull this image with

docker pull registry.gitlab.com/paddy-hack/devuan
