goreleaser: Switch to latest and drop Homebrew config (#848)

homebrew issue has been fixed

* ci: drop homebrew from goreleaser

act has been for quite a long time in homebrew-core
and it supports all macos/linux so there is no
reason for us to have separate tap, as it might
confuse some users
