silverwind c1ad194f19 Fix test.yml CI: clean env vars and remove -race flag ... Add env var cleanup (ACTIONS_RUNTIME_URL, ACT_REPOSITORY, etc.) to test.yml matching checks.yml, and remove -race from make test due to pervasive pre-existing data races in upstream act code.
